Preface
To start, I’m a novice player. I believe water (“control?” “late game?”) is pretty hard to play. This is because you need to know what you have (Seer/peek choices), and how to recognize and avert differing opponent strategies, per those decisions. As with all my decks, don’t consider this deck will win you the next Championship, but hopefully it provides some thought-out starter ideas.
Why “I Need Water?”
My kids are addicted to water. They interrupt nighttime sleep a lot whining “I need water!” So is the deck name.
Build Considerations
You must hold and be patient. You definitely want to get to 8 mana. Seer out the big boys if not ready, seer in when ready. Never Seer GOO, as it’s a massively devastating goal. And if you can get Manuscript under to frogs (with Stormy Seas), you can draw a lot.
I don’t think you ever want to cycle Riptide. Draw and, at minimum, move avatar further from damage.
